Bug Description
In testing.rst in networking-odl lot of things are written neutron specific.
which are already explained in neutron. This document should only explain
testing specific to networking-odl.

Improve Testing.rst
There are some changes needed to be done in TESTING.rst
1.) add networking_odl + neutron in Tests
2.) correct the path for unit test directory
3.) removing Functional part since there are no functional tests yet.
