Bug Description

liberty devstack plugin is broken due to bash syntax error.
In addition, nwa agent is started even when nec openflow plugin is used.

    Fix broken devstack plugin

    The backport of NWA plugin patch recently merged broke
    devstack plugin due to the syntax error. Is it tested?

    In addition, there is no need to run nec-nwa-agent
    when OpenFlow plugin is used.
