this is not a release-blocker of networking-midonet because it's purely a matter of packaging, which is done in separate repositories.
networking-midonet's requirements.txt has lbaas and fwaas specified.

I agree and i don't think we should be tracking here actually. The downstream packages already have lbaas/fwaas dependencies specified. For upstream packaging (RDO/UCA), its issues should be not be tracked here.
