l2gw dev package version wrong

when networking-l2gw is installed from source (git), it installs as version 11.0.1.dev49, but its last release version is 12.0.1 (https://pypi.org/project/networking-l2gw/) which is > than it’s dev version… I find this not to be the case with other projects (ex: neutron installs as 13.0.0.0b3.dev64 and its last release is 12.0.3)

According to the release team:

boden: So I'm not sure what their release process looks like, but if
they do some sort of cycle-with-intermediary releasing, maybe they are
ready for a rocky release off of master.

After that is done, I believe the dev version will recognize that and
reflect a better version number.

So in a nutshell it seems we need to publish a new release of l2gw to fix this.
