l2gateway agent fails to communicate (timeout) over amqp bus

When I do a fresh install of l2 gateway package via devstack, l2gw-agent always fails. This was not the case until over the weekend. So, some new fix has created this condition.

Devstack scripts was not configuring the service_plugins properly.

    Fix for defect 1444183

    Moved configure_l2gw_plugin back to install section.
    This commit partially rollbacks the change which were done as part of
    review 172935 .
