Bug Description
There is a commit entitled "Release 13.0.0 Rocky"[1] but there is no corresponding 13.0.0 tag. The result is that the sdist built from the stable/rocky branch gets created with version number 2.0.3.dev98 which is incorrect and lower than the latest tag version, which makes it difficult to package. There is also no 13.0.0 release on tarballs.
