Fixed address didn't sync to NIOS after running the sync tool

Sync tool not syncing port information to NIOS.

Steps to reproduce:

Add network on OpenStack side
Now deploy the Instance using above network
Validate the network with fixed address sync to NIOS
Now delete the network from the NIOS side
Run the sync tool
Notice that Fixed address didn't sync to NIOS

    Fixed issue related to syncing of port information in NIOS using sync tool.

    Added check in port update case to verify if network is pre-existed
    or getting created in NIOS.This will help in handling cases where
    sync tool was not able to sync port and instances information to NIOS.
