networking-hyperv does not support oslo.config generator

networking-hyperv does not expose an entry point that may be used by the oslo.config sample generator and sphinx extension, which would allow documenting the config options.

    Add oslo.config entry point

    This change will allow generating a config sample using the
    oslo.config generator.

    Generating a networking-hyperv config sample may be requested by
    using: oslo-config-generator --namespace networking_hyperv

    Add config sample to networking-hyperv docs

    This change adds an automatically generated config sample to the
    networking-hyperv docs.

    The config sample is generated each time the docs are built, using
    the oslo.config sphinxconfiggen extension.
