Bug Description

Steps to reproduce:

- Connect baremetal node to two dell OS 10 switches in mlag configuration
- Create port group in ironic
- Configure both ports port_id to the port-channel id on the switches
- Boot server
- Observe "Nothing to execute" debug message when binding the neutron port
- Server goes active, port marked as sucessfully bound, but switch unconfigured.

Expected behaviour: port correctly configured on switch.
