Bug Description
In baremetal scenario it is a common thing to use many VLANs. Generic switch driver should support that.

At a base level, this also prevents us from using vlan transparency on other ml2 plugins (such as OVN) when both ngs and another ml2 plugin are enabled at the same time. Only workaround is to remove NGS from the ml2 config.
