Bug Description

Currently, this plugin doesn't check whether local_link_information or not. As a result, a configuration is called with empty 'local_link_information'([]). It happens an exception. However, it doesn't effect external specification.

    Insert check method before calling switch config

    To avoid unnecessary error messages, this commit inserts check method
    for local_link_information. In addition, this commit includes nit
    refactoring.
