Bug Description

local_link_information can be deleted not delete_port_postcommit but update_port_postcommit while Ironic-Neutron integration. Therefore, CFX driver also needs to modify the behavior.

    Check if port is changed from bound state to unbound state

    In the Ironic-Neutron integration, local_link_information can be deleted
    by not only delete_port_postcommit but also update_port_postcommit. This
    commit adds the check to see if a port is set from bound to unbound.
