Bug Description

ping from vm behind fgt, the first ping packet would be dropped, affecting tempest test case of checking vm connectivity.

support query with lock for the table vdomlink and floatingip

also add default gw to internal vdom's static route to fix
outgoing traffic issue with npu on 5.4.
