Bug Description

Our original documentation existed beneath etc/neutron/plugins/ml2/ml2_conf_cisco.ini in the networking-cisco repo. This documentation has since been replaced with http://networking-cisco.readthedocs.io/en/latest/
so this file is no longer needed. In fact it has quickly becoming obsolete.

    Deprecate old ML2 Nexus/UCSM documentation file

    The old documentation file etc/neutron/plugins/ml2/ml2_conf_cisco.ini
    has been replaced with the much improved documentation found at
    http://networking-cisco.readthedocs.io.
    The ml2_conf_cisco.ini will soon be removed. For now, we've made
    reference to the documentation link for a smoother transition.
