Bug Description

The fix for bug #1698311 included an incorrect retry mechanism which effectively means that UT failures still can occur.

    Fixes incorrect retry mechanism in asr1k router type driver unit tests

    The bug fix in commit c8b414968984dfd2d1b907f3bd526acdf31fe6fe
    used an incorrect retry mechanism. This patch fixes that problem.
