Bug Description

The default value of the maximum batch size that the routing service helper in the config agent uses is too large (in some deployments). This leads to unnecessary sync retries and pollutes the log with warnings.

It would be preferable if the maximum batch size could be tuned by the neutron deployer.

    Makes maximum chunk size for router sync configurable

    This patchs adds aconfig option to set maximum chunk size when cfg agent is
    fetching router dicts from plugin. It also fixes so that the chunk size is
    increased when a fetch is successful.
