Bug Description

Update the MD to perform SSL certificate checks while connecting to the UCSM by default. A config variable needs to be provided to opt out of this feature if the customer does not want it.

Reason: Following a different approach to solve this issue. Instead of disabling SSL certificate verification, working on a way to make this work.

    ML2 Cisco UCSM MD: Add config to control SSL certificate checks.

    The UCSM mechanism driver will perform SSL certificate checking
    while connecting to the UCSM by default. This can be turned off
    using a config variable.
