Bug Description
Detected in Multi-controller, non-HA L3 agent, non-HA DHCP agent. The nexus driver does not operate on ports with device_owner set to router_interface.
It does operate on router_ha_interface ports so this was likely not detected in multi-controller setups prior since all testing must've used HA setups for router and/or DHCP agents.

Nexus: Add additional router device owner types to support.
The nexus driver needs to act on router interface types for non-HA and
the router gateway.
