Add ACI integration to Cisco Router Service Plugin

The Cisco Router Service Plugin doesn't provide an integration with the Group Based Policy (GBP) project's support for ACI. New drivers should be added to support this integration.

    Generalize route cleanup

    This patch changes the ASR1k's configuration sync so that it
    cleans up all routes added, and not just the default
    route.

    Added routing service helper for ACI

    The mapping of router objects to events for the router type
    driver for ACI is different, mainly due to different mappings
    for VRFs. This patch adds a routing service helper the specializes
    methods needed to handle the ACI mappings.

    Added GBP workflow for floating IPs

    This adds support for using Group Based Policy (GBP) workflow
    with the Cisco Router Service Plugin. It modifies the floating
    IP APIs to support allocation of FIPs from NAT pools.
