Bug Description
Currently before removing the configuration for a tenant router (as part of router removal), we ping the hosting device (ASR1k) to check if it is reachable. But if the hosting device has already been marked dead (as part of the hosting device heart beat monitoring) this is redundant and also causes trace errors to be logged by the ping message. Hence we can optimise the process to skip hosting device which are already marked dead.
