Bug Description
In vanilla Neutron, user is allowed to add public network as router interface. However, with ASR1K routing driver, it does not make sense to have such option as it will change the external subnet to internal subnet. (Changing the ip nat outside to ip nat inside). This will cause outage for the rest of the tenant network.
