Bug Description

Currently we NACK configuration of events when switch state is not active. Configuration of multi-switch nodes (port-channels) must be allowed when there exists at least one active switch.

    Make multi-switch host successful when 1 active

    If you have a compute host sending traffic to multiple switches,
    the configuration must be successful when at least one switch is
    active.
