Bug Description
The Calico mechanism driver should be configurable with a set of possible etcd endpoints, just as Calico's Felix agent now is, so that it can operate without a local etcd proxy.
(In other words, the endpoints that the agent would be configured with would be the client access URLs of all the available etcd (non-proxy) cluster nodes.)
