Dnsmasq 2.73+ doesn't work with Calico

"In principle, for IPv4 operation, >=2.72 should be good, as our change for IPv4 operation was merged before 2.72.

"For IPv6, it's >=2.73 that's needed. But 2.73 had some significant (but unrelated to us!) bug in it, so was rapidly followed by 2.74. So in practice you're unlikely to find a 2.73 in the field, and the criterion should be >=2.74.

"But @nbartos reports that 2.74 and 2.75 definitely do not work for him."

Fix for this problem is now in upstream dnsmasq git [1][2] and will be in release 2.76.

For Ubuntu Xenial, there is a package built from Dnsmasq 2.75 + this fix, in the Project Calico PPA at https://launchpad.net/~project-calico/+archive/ubuntu/unstable
