Change ML2 driver to handle unsupported network types(vxlan, gre, etc.). Add negative test cases for the driver.

    Handle unsupported network types

    Raise exception in case of unsupported network types such as vxlan,
    gre, etc. Add negative test cases for this change

    Include method name as argument while raising MechanismDriverError
