Bug Description
When adding both ipv4 and ipv6 static addresses via netplan. If there is an issue with the ipv6 addresses for example the IPv6 address chosen already exists on the network. Netplan will silently fail to add ANY routing information for both IPv4 and IPv6. (The duplicate ipv6 address will be configured, just with no routes.)
The lack on any error message makes diagnosing this fault difficult. The expected action would be to configure the correct IPV4 network and then report an error for the IPv6 network.
