Network parameters are not changed by 'netplan apply'

In the same way as it is related in this topic about "bond" :

When I go back to the normal Ubuntu settings file :

# Let NetworkManager manage all devices on this system
network:
  version: 2
  renderer: NetworkManager

And I applie with :

sudo netplan apply
sudo systemctl restart network-manager

But to regain access to the network I need to reboot the machine.

Is it a normal comportement ?

I use ubuntu 20.04 on 5.8.0-48-generic
