Bug Description
Right now whenever an SR-IOV filtered (hardware) VLAN is set for a VF and the configuration applied, there is no way to remove it without rebooting the device or removing/readding the VF. We should make netplan apply run through the config and remove VLANs that should not be present anymore. Or similar.
