DNS fails after upgrade to 18.04

Bug Description
After upgrading from Ubunut16.04 to 18.04 ping by ip worked fine so basic networking is OK, but DNS lookups always failed.
It was attempting to use 127.0.0.53#53 for the dns server, which does not exist.
Restarting networking sorts the problem out. But it appears again after a reboot.
