Option to disable wifi p2p

Bug Description

Hi. I'm having trouble with wpa_supplicant and netplan, there does not appear to be any option to allow p2p to be disabled in netplan's YAML file. There is however an option in both networkmanager and wpa_supplicant that allows this to be configured, it's named p2p_disabled. (https://forums.fedoraforum.org/showthread.php?310626-Fedora-24-and-ASUS-PCE-AC-88)

I've tried debugging netplan generate, and found a wpa_supplicant config being written in /run/netplan/wpa-wlp4s0.conf. Manually overwriting it with p2p_disabled=1 appears to allow the option persist, until the next reboot in which the file gets overwritten again.

Is there any workaround to allow this file to be read-only and persist across reboots, or allow the p2p_disabled option to be set?

WiFi P2P is not yet supported by Netplan. I wonder if there's some way to override the wpa_supplicant configuration file in /run/netplan by some file in /etc ? I don't know exactly.
