Bug Description
The netplan documentation says to use a 'fwmark' key on policy-based routing declarations for the firewall mark value to match on. The implementation looks instead for a key named 'mark'. This inconsistency needs to be fixed.

I also discovered this, and cyphermox merged my patch a while ago. (https:/ /github. com/CanonicalLt d/netplan/ pull/27/ commits/ 53a570308a9ac23 d05dac70de43b64 076caa0ffb) but the fix isn't in 0.36.3.
There doesn't seem to be a github branch for bionic that I can find, so I can't backport the patch myself...
