docs != implementation on routing-policy fwmark

Bug Description

The netplan documentation says to use a 'fwmark' key on policy-based routing declarations for the firewall mark value to match on. The implementation looks instead for a key named 'mark'. This inconsistency needs to be fixed.

I also discovered this, and cyphermox merged my patch a while ago. (https://github.com/CanonicalLtd/netplan/pull/27/commits/53a570308a9ac23d05dac70de43b64076caa0ffb) but the fix isn't in 0.36.3.

There doesn't seem to be a github branch for bionic that I can find, so I can't backport the patch myself...

Seems like the docs have been updated: https://netplan.io/reference#properties-for-device-type-ethernets:

mark (scalar)
    Have this routing policy rule match on traffic that has been marked by the iptables firewall with this value. Allowed values are positive integers starting from 1.
