netplan nameservers dos not applied after installation

Bug Description
After installation mini.iso of 18.04 i need to edit netplan config file and retype the nameservers and then netplay apply to have success fully network setup.
I add network configuration manually during installation. but after that netplan dosnt have nameservers field.
