Ok, after discussing with Dan, it seems we'll let this through as-is. Actually it's not entirely clear to me why this works differently with 248.3 on impish. We decided that currently, by design, this is 'expected behavior' and requires explicitly setting RequiredForOnline=no. Dan will propose an upstream patch to change that behavior though.

From the netplan side we'll make sure to do that.
