yes this kind of situation also happened here

It happens when the Desktop launcher icon doesn't fit in the line with bookmarks icons.
If there are more icons in second line it's displayed correctly (see attached screen-shot).

Please Leo, do not add random random package when you shouldn't. netbook-meta is the metapackage containing the list of default application on netbook edition, NOTHING related to parameters in UNE edition.
Thanks for your work there but ensure about what to do before doing random assignment (you can join #ubuntu-desktop if you are unsure).

BTW, this bug is fixed in lucid

Just that you should have checked on lucid that it was fixed (there were also dup).
In any case, do not hesitate to join #ubuntu-bugs, a lot of people are there to help you learning how to triage (which is not an easy task seeing the number of bugs/packages!)
