German Language - help files are in English

Summary:
This is true for German and may be true for all languages. Because I have no network access I cannot verify this

It appears that the support files , help, for languages are not completely installed during Ubuntu installation.

If the user goes to Administration> Language Support a popup appears that translates something like

"The sprachunterstutzung is not completely installed
Write or translations used for the support of their chosen
 languages have not yet been installed. You may want to install it now?"

If additional files need to be loaded during an installation of a supported language this should happen when Ubuntu is installed.

Steps to Reproduce:
Install a new Ubuntu OS.
When asked for a language choose German

When install has completed open an app such as, Hardware drivers. Click HELP

Expected result:
Files should be in the native language chosen during installation

Actual result:
Files are not in native language

Using Dell Mini 9 with UNR 1.0.1, I was able to recreate this bug.
