Don't inlude formating tags in translations

Bug Description

I think it is better to not include the formating tags in the translated string:

For example here:
https://translations.edge.launchpad.net/netbook-remix-launcher/trunk/+pots/netbook-launcher/ro/17/+translate

The translator is asked to translate "<big><b>Folders</b></big>", but it should only translated the "Folders" part, as the formating string will appear unchanged in all languages.

By doing so we reduce the number of errors generated by translations.

In this case it makes sense not to translate them, but it's important to
note that if the tags are around specific parts of the string they need
to be translated. The areas that should be highlighted might be
different in different languages.

You can include them, if there are various part of the text that needs to be highlighted.

But if the entire text needs to be highlited (like in our case) it is better not to include the formated strings in the text to be translated
