Add env vars to the sal - done by optimiser

Here is the list of evn vars, which optimiser needs to pass to Sal

[Rudi Schlatte (rudi-constantly)]

Known to the optimiser:
- APPLICATION_ID
- APPLICATION_UUID

Unknown to the optimiser, needs to be passed by GUI in the app creation message, or during initialization of the optimiser-solver component:

- ONM_IP: IP of the OMN server
- BROKER_PORT: Port of the NebulOuS message broker to be contacted by EMS
- BROKER_ADDRESS: Ip of the NebulOuS message broker to be contacted by EMS
- AMPL_LICENCE (Solver): contents of a valid AMPL license.lic file
- ACTIVEMQ_HOST (default localhost if not supplied)
- ACTIVEMQ_PORT (default 5672 if not supplied)
- ACTIVEMQ_USER (default admin if not supplied)
- ACTIVEMQ_PASSWORD (default admin if not supplied) (Solver)
