Bug Description
An NCIP user recently requested that bibs imported for ReceiveItem prefix the title with ILL:. Rather than hard code that in I think a config-specified prefix could be a useful option in the <items /> chunk, especially in case different libraries in a larger system may be part of one or more resource sharing systems.
