Allow BibliographicItemId in RequestItem message

Bug Description

A new member has joined our statewide catalog, and they send BibliographicItemId with the ISBN in the RequestItem message. Evegergreen's NCIP currently only supports BibliographicRecordId with the Evergreen database ID of the bib.

This bug's aim is to add support for BibliographicItemId with a minimum of ISBN as the identifier value. If time permits, other reasonable identifiers might be supported.

I would appreciate some more eyes on it before it goes into main, though I may push it myself in a few days after some more local testing and possible use in production.

I intend to push this on Thursday, 2024-05-09, unless objections are raised in the meantime.

It works for its intended purpose, and messages without an ISBN still work as well.

I committed this in anticipation of using it in production next week. Because of the way our environment is set up, it is easiest to get code into main so we can use it in production.
