show % usage for smaller subnets in subnet matrix

For "larger" prefixes a % usage is displayed in the prefix matrix. Would be nice to calculate and display this in the case of "too many small subnets"

The subnet matrix will now display prefixes down to /30. Tooltips are used to give info for subnets of size /28-/30.

Displaying smaller subnets than that seems not viable. As it is now, displaying the subnet matrix on small screens does not give good results. The tooltip-addition makes it even less good (but not worse than before) on touch devices.
