ARP search via API is very slow and hard on resources

Bug Description

The ARP list endpoint is very slow when the only filter is an IP. I'm experiencing between 40 and 180 seconds response time.

As far as I can tell the machine tracker in the regular web interface collects almost the same data. The response time in the machine tracker is < 1s in comparison.

Two examples (removed my actual IP):

API (98s response time):
/api/1/arp/?ip=12.34.56.78

Web (0.2s response time):
/machinetracker/ip/?ip_range=12.34.56.78&period_filter=both&days=10000&dns=on

The above searches gives me 20 results and almost exactly the same data for a given IP.

Forgot to mention that this is NAV v4.5.2 on debian squeeze

this bug is a duplicate of bug 1619138. The fix was released in NAV 4.5.3.
