status: moduleDown does not display when stateless flag is checked

Bug Description
Specific case:
NTNU had a lot of (~50) moduleDown alerts. When showing stateless alerts by checking the stateless checkbox, the moduleDownWarnings were displayed but not the moduleDown alerts. Both should be visible.

I've done some testing:
the module-events occured about 21.30 yesterday. Now, 12 hours later, this is what happens:
1. Stateless checked & threshold=24 -> moduleDownWarning
2. Stateless unchecked & threshold=24 -> moduleDown
3. Stateless unchecked & threshold=12 -> moduleDown
4. Stateless checked & threshold=12 -> both moduleDown and moduleDownWarning
5. Stateless checked & threshold=6 -> moduleDown
6. Stateless unchecked & threshold=6 -> moduleDown
All of theese are as expected, except nr 1. Nr 1 should be like nr 4.
I would also suggest to alter the importance level to high. Missing moduleDown on the status page can be critical.
