Bug Description
portAdmin should support setting interface speed.
The optional speeds must be limited to the supported speeds of the port.
portAdmin should also provide a help/info-button for the speed option.
The NAV administrator must be able to edit the help text.
For NTNU, the most important vendor to support is HP Procurve.
