Bug Description

Currently NAV has a rigid system for physical location of equipment
where equipment can be placed in a room that is a part of a location.

Users want more flexibility than this system provides. Two specific
things have been asked for:

1. Support several levels of locations where a location can be inside
   another location. Or introduce a third level called place, in
   addition to location and room.

2. Support for having the same specific equipment in several
   rooms. This may occur for instance for switches with fabric extenders.

Two solutions to this problem have been discussed.

1. Hierarchial locations where a location may be placed inside another
   location. The room term will still exist, and must be extended to
   support having equipment in more than one room.

2. Tags. This will provide limitless flexibility in that the user
   creates tags for whatever geographical location he wants, and adds
   that to the equipment in question. Specific locations are thus
   defined by the combination of tags. This places a greater
   responsibility on the user as he needs to understand the concept
   and also create a sound system of tags.

UPDATE
------

The accepted solution (by the initial requestor UiT) is to implement a
hierarchial representation of Locations. This will be done in the same
way as with Organizations - by adding an optional 'parent' for each
Location. This will enable building an infinite tree-structure of
Locations.

The existing interface for listing, editing and adding Organizations
(and thus also Locations) does not do a good job of visualizing the
hierarchial structure of the Organizations. This must be improved for
Organizations and implemented likewise for Locations.

Hierarchial Locations also has other ramifications, for instance for
maintenances. Now when choosing locations in Maintenance tasks, all
locations (and thus rooms) that are descendents of that location will
be added aswell. The same applies to searches in Device History.
