Topology of disabled interfaces may linger in some cases

Bug Description

It seems that the topology candidates of interfaces are sometimes kept around, even when the interfaces are shutdown. It's not clear if this problem comes from a switch that doesn't update its LLDP records, or if something is missing from NAV.

Nevertheless, the topology detector could bypass the whole problem by not considering topology candidates for disabled ports at all.
