Bug Description
Intermittently, when clicking the "Port Metrics" tab in ipdevinfo, a duplicate "Controls for all graphs" floating control panel appears at the very top of the viewport.

The intermittent behaviour occured because the bug only happened when the user was scrolling on the page when the "Port Metrics" tab was not shown.
Much magic has been done, a character has moved to a new place and this bug should now be fixed.
