SeedDB room edit form asks for user's location, shows no map until permission is given

Bug Description
When editing a room that has no set geoposition, SeedDB's room edit form insists on asking the browser for location information before displaying a map. Some (or possibly most) browsers give only a very subtle indicator that the web page is asking for the user's current location. In practice, many of our users do not see this indicator and ask us why there is no map to place the room on.
SeedDB should, if possible, default to showing a world map, until the user has given (or denied) access to their location.
As an alternative solution, it could display a map with the bounding box of every other geopositioned room in NAV, just as the Geomap does, only reverting to the world map if no positional information can be found in NAV from before.

As many users was confused by the default action, we now require a user action to ask for geoposition.
