Bug Description
There are various pre-existing NETCONF libraries for Python. Research which ones can be used in conjunction with NAV. Considerations to make:
* GPL compatible license
* Can work asynchronously for integration in the Twisted framework
* Compatibility with PortAdmin and Arnold are prioritized
* Specific use case: Cisco Nexus is removing support for configuration through SNMP, recommends NETCONF instead
