Camlogger should log entries from non-access ports if connected device is not a networking device

Bug Description

Currently, the camlogger will not log cam entries from a port detected as an uplink/downlink to a device known by NAV. Devices in at least the SRV and OTHER categories should be exempt from this rule, since we would not normally be able to collect cam addresses from these non-switches.

Actually, this now appears to break an important aspect of the topology system: SRV and OTHER category equipment will now no longer appear in NAV's topology, just the cam logs. This is an unintended side-effect that must be rectified.
