Bug Description
linkState alerts for non-redundant uplinks are mostly useless, as one will typically also receive one or multiple corresponding boxDown alerts for the devices whose uplink is now lost.
The eventEngine should analyze the topology and only pass the event on as an alert if it detects there is a redundant link available - basically reporting a service degradation...
